On May 19th, 2025, the Minnesota Legislature adjourned its regular session without passing several budget and policy bills. As a result, the state’s budget remains incomplete. The following omnibus bills did not pass during the regular session:
- E-12 Education Policy and Finance Budget Omnibus Bills
- Jobs, Labor, and Economic Development Budget & Policy Omnibus
- Labor Budget & Policy Omnibus
- Environment Budget & Policy Omnibus
- Commerce Budget & Policy Omnibus
- Tax Omnibus
- Liquor Omnibus
- Human Services Budget Omnibus
- Elections Budget & Policy Omnibus
- Higher Education Budget & Policy Omnibus
- Health and Human Services Budget and Policy Omnibus
- Transportation Budget & Policy Omnibus
- Energy, Utilities, Environment, and Climate Budget & Policy Omnibus
Governor Walz is expected to call a special session to address this unfinished business. Although we do not yet have a date for this session, lawmakers hope to complete the budget before June 1st with an absolute deadline of June 30th to avoid a state government shutdown.
